Everton manager Roberto Martinez said: "Phil has felt his hamstring over the last couple of days and will be missing at the weekend [against West Ham] and for England."
England boss Roy Hodgson will name an enlarged squad of around 30 players later on Thursday for next Wednesday's friendly at Wembley.
